Rep. John Moolenaar, currently serving in the U.S. Congress representing Michigan’s 2nd district, has recently raised concerns regarding partnerships between certain American universities and Chinese institutions. Through a series of tweets, Moolenaar highlights potential risks associated with these collaborations.
On February 20, 2025, Rep. Moolenaar tweeted about partnerships involving Eastern Michigan University and Oakland University with three Chinese universities that aim to advance national defense technologies for the Chinese military. He noted that "Oakland has received more than $2.5 million from DOD for defense research." "@EasternMichU @OaklandU partners with three Chinese universities that all want to advance national defense technologies for the Chinese military. At the same time, Oakland has received more than $2.5 million from DOD for defense research."
In another tweet on the same day, Moolenaar expressed concerns over cybersecurity programs at Oakland University sharing personnel with a joint institute linked to Zhengzhou University in China. He warned that this could channel U.S. taxpayer dollars into programs potentially aiding the People's Republic of China (PRC) in developing cyber tools against the United States: "@EasternMichU @oaklandu @OaklandU has NSA-designated cybersecurity programs that share six key personnel members with Oakland’s joint institute with Zhengzhou University. This channels U.S. taxpayer dollars into programs that could help the PRC develop cyber tools to use against us."
Additionally, Moolenaar mentioned President Taylor of Detroit Mercy's cooperation on these matters and his anticipation of further discussions to protect advanced technologies at their Center for Automotive Systems Engineering while ending connections with four Chinese schools: "@EasternMichU @oaklandu President Taylor @DetMercy has personally expressed cooperation on this matter. I look forward to hearing from him further as he protects the advanced technologies at UDM’s Center for Automotive Systems Engineering and ends UDM’s connections to four Chinese schools."
