Chairman John Moolenaar (R-MI) of the House Select Committee on China has announced the introduction of the Guaranteeing Access and Innovation for National Artificial Intelligence (GAIN AI) Act. The legislation is co-led by Ranking Member Raja Krishnamoorthi (D-IL).
According to Chairman Moolenaar, "The GAIN AI Act will guarantee that no American company is ever put behind a foreign adversary buyer for advanced AI chips. This is an America First Chip Policy in action that will build sustained American AI dominance."
Ranking Member Krishnamoorthi added, “American innovators, not America’s adversaries, should be first in line for the chips that will power the future. Our legislation will ensure the demands of U.S. developers and small businesses for advanced AI chips are prioritized over the needs of our adversaries. At a time when the most advanced chips are limited in supply, growing our economy and supporting American ingenuity should come before facilitating the CCP’s military modernization and human rights abuses. The GAIN AI Act reinforces our shared commitment to keeping the United States at the forefront of the AI competition with the Chinese Communist Party.”
The proposed bill would restrict sales of advanced AI chips to companies from countries under arms embargoes if there is unmet demand from American companies.
Earlier this year, Chairman Moolenaar stated during the launch of the Select Committee’s campaign on artificial intelligence, “We are in a new Cold War—and AI is the strategic technology at the center. The CCP doesn’t innovate—it steals, scales, and subverts. From IP theft and chip smuggling to embedding AI in surveillance and military platforms, the Chinese Communist Party is racing to weaponize this technology.”
