FBI Director Testifies on CCP-Affiliated Businesses and National Security Threats

FBI Director Christopher Wray testified before the Select Committee on the Chinese Communist Party (CCP) today, addressing concerns about CCP-affiliated businesses conducting surveillance on Americans and undermining national security. Congressman John Moolenaar raised questions about the risks posed by these businesses, specifically referencing Gotion, a CCP-affiliated company planning to build an electric vehicle battery factory in his district.

During the hearing, Wray acknowledged the blurred line between the Chinese government and its private sector, stating that acquisitions by CCP-affiliated businesses, such as buying land and businesses, can raise national security concerns. He emphasized the potential for these businesses to conduct surveillance or other operations that undermine national security, highlighting previous instances where the CCP has leveraged its access to do so.

Wray's testimony aligns with the concerns expressed by former Obama Defense Secretary Leon Panetta and former Trump Secretary of State Mike Pompeo, who both warned of the risks to national security in allowing Gotion to build in Michigan. Panetta emphasized that CCP-affiliated companies often establish facilities for their own intelligence purposes.

Congressman Moolenaar, in his questioning of Director Wray, expressed concerns about the potential espionage risks associated with Gotion's plans to bring Chinese nationals to Michigan. He asked Wray about the confidence in the State Department's vetting process for Chinese nationals in the country. Wray acknowledged the importance of vetting but noted that it is not sufficient on its own, given the CCP's ability to leverage insiders who may have no origins in China.

Wray provided an example of GE Aviation's joint venture with a Chinese-affiliated company, where an insider was recruited and used to gain access to sensitive information, which was then used for cyber hacking. He commended GE for their collaboration with the FBI and the successful prevention of significant R&D theft. However, Wray expressed doubt that a CCP-affiliated company would have taken similar actions.

In response to Moolenaar's query about the actions of a CCP-affiliated company like GE, Wray stated, "I wouldn't count on it."

These testimonies highlight the urgent need for vigilance and cooperation in addressing the threats posed by CCP-affiliated businesses. Director Wray's testimony serves as a warning to lawmakers, local officials, and the public about the potential risks to national security in allowing such businesses to operate in the United States.
