The report acknowledges the significance of energy research, particularly in the field of electric vehicle (EV) battery technology. It states, "Encourage and fund research for EV battery technology... while ensuring the implementation of national security guardrails against the flow of federal incentives to the CCP." Moolenaar believes that these measures are crucial to the future of the nation and calls on Congress to swiftly address the committee's recommendations, including passing his NO GOTION Act.

The NO GOTION Act, introduced by Moolenaar in November, aims to prohibit companies based in China, or their subsidiaries, from receiving green energy tax credits established under President Biden's Inflation Reduction Act. The act seeks to prevent any official giveaways of taxpayers' income to oppressive nations.
