Chairman John Moolenaar (R-MI) and Ranking Member Raja Krishnamoorthi (D-IL) of the House Select Committee on China have sent a bipartisan letter to Futurewei Technologies. The letter requests detailed information about Futurewei’s connections with Huawei and its ongoing operations in the United States.
"This inquiry addresses Futurewei’s capture of critical standards organizations to advance Beijing’s vision for authoritarian internet control, its problematic engagement with U.S. policy institutions, its collaboration with Huawei on CCP-directed projects like OpenHarmony, and its continued extensive U.S. presence despite federal criminal charges and contracting restrictions," the letter states. "These activities threaten American national security and democratic values by positioning the CCP to displace U.S. leadership and control the internet protocols, operating systems, and foundational technologies that underpin critical infrastructure and worldwide telecommunications networks."
The lawmakers argue that Futurewei's separation from Huawei is only superficial, maintaining that their close relationship could pose risks to national security.
The letter also raises concerns about Nvidia’s decade-long presence at the Santa Clara campus, which is a significant site for semiconductor and artificial intelligence development in the United States.
"If Futurewei was used to infiltrate closed-door industry meetings and extract sensitive data through both deception and proximity, then its decade-long embedded presence within NVIDIA’s campus—at the center of U.S. semiconductor and AI development—cannot be immediately dismissed as incidental," according to Moolenaar and Krishnamoorthi. "This proximity potentially afforded it daily exposure to proprietary technologies and strategic planning within one of America’s most critical innovation hubs."
The committee has asked Futurewei for several disclosures: an updated organizational chart showing ties between Futurewei, Huawei, and related entities; a detailed internal chart listing key personnel; as well as a summary of all activities conducted by Futurewei or affiliated groups in the United States, including financial details and staffing.
