Proposed Sale of Home at 17 Thompson Blvd

City of Coldwater issued the following announcement on Jan 26.

Dear Mayor and City Council Members:

The Coldwater Board of Public Utilities voted to make an offer of employment to Paul Jakubczak to become the next Director of the utilities. Mr. and Mrs. Jakubczak looked at numerous properties when they were in Coldwater earlier this month, but found that the properties were rapidly under contract.

The Jakubczaks have expressed an interest in purchasing the second house that the City constructed using MSHDA funding on Thompson Boulevard.

We obtained a market appraisal from Chris Pierce this week, and he reported his opinion of the value of $198,000. At this time, the City has somewhat over $200,000 in expenses in the property and will have to complete the lawn in the Spring of 2022. We also communicated with MSHDA and learned that it is possible for the City to withdraw the house from the MSHDA Mod PILOT program for a sale to a non-income qualified buyer.

Since the director employment contract requires that the utility director resides inside the City of  Coldwater, and in light of the difficulties that the Jakubczaks had in finding a home inside the City, it has been proposed that the City offer this property to them. The proposed price of $205,000 would cover the City’s costs in the property and construction.

The  City Charter requires that when public property is sold, the conveyance must remain on the table for  30 days. During this period of time, other bids may be received and considered by the City Council, although Council is not required to sell the property to the highest bidder, and may consider other interests of the City. Because of the timing required by the Charter and the timing in the proposed director contract, it seemed important to introduce this agreement at this  Council meeting.  Due to the council’s schedule, the regularly scheduled meeting after the 30-day time period at which the sale could be acted would be Monday, February 28, 2022.
