According to data published in the U.S. Department of Health and Human Services Medicaid Provider Spending database, Medicaid expenditures for services billed under HCPCS codes connected specifically to COVID-19 reached at least $65,886 in Clare during 2024.

Medicaid is the federal-state health insurance program covering low-income people, older adults, children, and individuals with disabilities, funded together by state and federal governments. It serves as one of the core financial supports of the national health care system.

As Medicaid relies on taxpayer funding, trends in local claims help indicate shifts in how public health resources are spent in a community.

Services connected to COVID-19 were identified for this report by selecting HCPCS codes marked as “COVID-19” or “coronavirus”-related in either their billing descriptions or reference information. These numbers represent only services given a direct COVID label in provider billings; care that might have been mediated by other or broader codes is not included in this calculation.

Detroit reported $432,564 in Medicaid claims for COVID-19-related services in Michigan for 2024—the highest in the state for that period.

In terms of provider payments, averages in Clare for COVID-19 services were $32,943 per provider, which is greater than the statewide average of $11,005.

COVID-19-specific health services made up a sizeable portion of Medicaid spending growth in Clare throughout the pandemic years.

Medicaid payments for other services rose by $2,793,969 between 2020 and 2024 in Clare, an increase of 86.4% compared to the earlier period.

According to the Centers for Medicare & Medicaid Services, federal and state Medicaid spending together came to about $871.7 billion in fiscal year 2023. This accounted for roughly 18% of total national health spending, marking an increase from roughly $613.5 billion in 2019, before the coronavirus pandemic.

This growth of approximately 40% over several years came about due largely to increased enrollment and higher service usage during and after the pandemic.

Recent federal legislation signed during the Trump administration has proposed major changes to Medicaid funding at the national level. The “One Big Beautiful Bill Act,” enacted in 2025, projects a reduction in federal Medicaid expenditures of more than $1 trillion across 10 years, in addition to requiring work qualifications and higher cost-sharing that might limit access and federal funding for some recipients. The resulting measures are likely to shift additional costs to states and restrict how quickly federal Medicaid spending can expand, despite the program’s substantial nationwide reach.
